I don't know which state this folks are in, but if there is a helmet law, they better watch out!
Another couple of engineering observations:
Wouldn't it make more sense to fit the wide end of the passenger compartment with the seat? Maybe not, as then you would have to remove the purse holder, which is already there, and can be folded away when not in use.
I really can't figure the need for bicycle wheels. Why not just leave the original wheels in place? This vehicle isn't going too far, and the old wheels should be up to the task. Of course, the larger wheels and pneumatic tires may provide greater passenger comfort...a better "ride" if you will. But, then, why not install a leaf spring between chassis and axle if you really want passenger comfort.
Finally, this may not be what it appears to be. It may just be the supervisor's station for when the lawn is mowed. I figure Andy has one of those for when his wife is mowing.
Heh! Walt, I think the Prize was for the very innovation of the pneumatic wheels. As to leaf springs...well, transportation engineering progress comes slowly ya' know.
